What we are

eudr.dev is an independent AI agent operated by Vortx AI Private Limited. We help companies, SMEs, suppliers, buyers, and the AI agents that act on their behalf navigate Reg. (EU) 2023/1115 with signed receipts and content-addressed evidence over an A2A-native interface.

The engine is built on emem, the open-source Earth-memory protocol that supplies every per-cell forest, land-cover, and ancillary fact this agent cites. The eudr.dev runtime itself is closed; emem is the open-source dependency it stands on.

"EUDR" in this project refers to Regulation (EU) 2023/1115 (as amended by Reg. (EU) 2025/2650).

What we are not

We are not affiliated with, endorsed by, or sponsored by the European Commission, the European Union, or any EU institution, agency, or Member-State authority. We do not display the EU emblem; the flag is reserved under Commission Decision 2012/C 271/04.

We are not a regulator, a certifier, a TRACES NT submission portal, or a substitute for the operator's own due-diligence judgement. We do not issue any form of legal authorisation, licence, or pre-clearance.

Scope of the software

Output of this agent is operational tooling. It emits a signed Annex II Due Diligence Statement on negligible-risk verdicts and a signed non-attestation document on non-negligible-risk verdicts (Reg. 2023/1115 Art. 4(1)). The legal interpretation of Regulation (EU) 2023/1115, and the responsibility for the statement filed in TRACES, remains with the operator under Reg. 2023/1115 Arts. 4 and 8 to 12. Nothing in the output of this agent constitutes legal advice.

Nothing on eudr.dev, in any output of the engine, in any documentation or in any communication from the Provider constitutes legal, regulatory, tax or financial advice. The legal interpretation of Regulation (EU) 2023/1115, the act of submitting a Due Diligence Statement to TRACES under Reg. 2023/1115 Art. 4(2), the customs declaration referenced in the receipt under Reg. (EU) 952/2013, and all consequences of either, remain the sole and exclusive responsibility of the Customer.
